Among state funded preschool programs, Kentucky’s 2007-08 preschool ranked:
• 13th for four-year-old access
• 6th for three-year-old access
• 23rd in resources based on state spending
• 19th in resources based on all reported spending
Those rankings appear in The State of Preschool 2008, available here from the National Institute for Early Education Research.
NIEER considered 2008 Kentucky spending per pupil sufficient to meet their quality benchmarks, which I'm glad to see. Over the last decade, the state budget repeatedly failed to keep up with growing enrollment, but the 2006-08 budget allowed us to regain lost ground and earn that positive rating.
