Growth, costs, postsecondary

For P-12, I blogged the other day about how adding students can send costs through the ceiling if enrollment grows enough to need new facilities. For postsecondary, is that kind of growth-driven expense one of the reasons costs have been growing so fast? They sure do seem to be adding a lot of bricks and mortar.
